LIBRARY RULES 


A. REGISTRATION


Every user who wants to use the library must register with the library. 
1. Each term, users are obliged to check the library during the normal registration renewal and return the books they have on them to the library. In these checks, users who owe money to the library 
for the procedures specified in the "Penalties" section are applied.
2. Readers coming from outside the University can also benefit from the library resources in the library provided that they show their visitor cards to the authorised officer in the Reader Services Service. However, they cannot borrow books.
B. USE OF BOOKS AND SIMILAR MATERIALS IN THE LIBRARY


B.1. BOOKS IN THE GENERAL COLLECTION   
1.1. Books are lent for 15 (fifteen) days and at the end of these fifteen days, they are lent once again for another fifteen days.

B.2. BOOKS IN THE RESERVE (SHORT-TERM LENDING) SECTION

2.1. Reserved books are divided into three separate sections and can either be used only in the library or can be used as a reserve to be placed inside the book, in accordance with the instructions of the instructor who requested the book to be reserved.
The book is lent for one night, three days and seven days as indicated on the card.

2.2. The librarians may also reserve a book in view of excessive reader demand for that book.

B.3. BOOKS IN THE REFERENCE SECTION 


3.1. Books reserved for reference by the library staff are kept in a separate section and cannot be taken out of the library under any circumstances.


B.4. PUBLICATIONS IN THE PERIODICALS SECTION


Periodicals section contains new single issues and previous issues of that year. Periodicals of previous years are found in bound form in the Bound Periodicals Section. Only bound periodicals can be lent out of the library. The conditions for borrowing periodicals are as follows:
4. 1. Bound periodicals can only be borrowed by teaching staff and graduate students.
4.2. New issues that have not yet been bound cannot be taken out of the library in any way and cannot be lent.
4.3. The number of bound periodicals to be lent and their duration are as follows  
 
 Academic staff  5 skin - for 15 days
 Graduate students  3 skin - for a period of 15 days


B.5. PUBLICATIONS IN THE AUDIO-VISUAL SECTION


5.1. Educational purposes such as films, DVDs, VCDs, MCDs, transparency, models, models and the like in this section
materials are lent to university faculty members for educational purposes. However, these materials
cannot be lent out of the university in any way.


C. CONTROL
1. When leaving the library, readers are obliged to have the publications in their hands checked by the staff in the Reader Services Department.
2. Library publications that are not registered as required are confiscated by the attendant and legal action is taken against the reader.
3. Library publications that are overdue for return are considered unregistered and will be confiscated by the attendant.


D. REMINDERS AND PENALTIES


D.1. REMINDERS
In order to ensure that the borrowed publications of the users are returned on time, the following reminders are made:
1.1. The date when the publication must be returned is notified to the users by e-mail.
1.2. The names of the readers who do not return the library publications on time are notified to their departments.
D.2. PENALTIES
2.1. In case of late return of books borrowed by undergraduate students for 15 days, books borrowed by lecturers and other staff and undergraduate students for 30 days, and periodicals borrowed for 15 days, a daily fine determined by the library commission is charged. 
2.2. Books borrowed from the reserved section and not returned on time are subject to an hourly fine determined by the library commission.
2.3. Those who damage a book by cutting or destroying it inside or outside the library are made to pay a fine of 50% of the current price of the book and the offence is reported to the Rector's Office and a fine is imposed.
2.4. It is ensured that those who cut or tear the journals inside or outside the library are made to pay by adding a 100% transaction penalty to the current price of the journals and the offence is reported to the Rector's Office and a penalty is imposed. 

2.5. The library card of the user who has an overdue publication and does not pay the overdue fine will be confiscated and the borrower will not be allowed to borrow any publication until the fine is paid.
2.6. The above-mentioned fines are also valid for faculty members and other staff and undergraduate students. 


D.3. LOSS OF LIBRARY PUBLICATION


A library publication is considered lost in the following cases.
3.1. In cases where the reader who has borrowed the library publication reports that the publication has been lost,
3.2. In cases where the reader has not returned the library publication 60 days after the date on which it should have been returned.
3.3. The reader who loses a library publication as described above must pay an amount to be determined by adding travel, insurance and other similar expenses to the catalogue price of the publication on that day, plus a 50% transaction penalty. This amount is calculated by the library staff.
3.4. Library publications are naturally treated like other university materials. Those who damage or lose state property are subject to the provisions of the regulations and laws. This does not in any way stop the fine to be levied on the user.
3.5. In the event that the materials given to the faculty members for education and training in audio-visual materials are lost, if the same cannot be found, a pro-forma invoice for the equivalent material is obtained and the material is purchased by collecting the TL equivalent of the invoice from the loser.
3.6. If the books in the book reserve section are lost, 100% transaction cost is added to the daily price and collected.
3.7. For lost bound journals (only given to faculty members and graduate students), the value of the volume is found by determining the price of each issue in that volume and the reader is charged twice this amount.
 3.8. In case of loss of foreign language books that are no longer available in the market, a fine determined by the library commission will be charged. 
3.9. In case of loss of Turkish books that are no longer available in the market, a fine determined by the library commission will be charged.


E. DISASSOCIATION FROM THE LIBRARY


1. Students who want to dismiss from the university to obtain a document stating that they are not affiliated with the library they are obliged to do so. Students who have library publications on them and owe money to the library cannot be dismissed by the Student Affairs Department, and they cannot be awarded diplomas, temporary graduation certificates, horizontal and vertical
No document is given for transition permission.
2. Unless academic and administrative staff who wish to dismiss from the university certify that they are no longer affiliated with the library, their relations with the university will not be severed by the Department of Personnel Affairs.
3. Faculty members and graduate students who want to leave the university or who have to go abroad for more than one month return all the publications belonging to the library on their person and return them to the library.
They are obliged to obtain a dismissal certificate from the household.

4. These procedures are carried out in co-operation with the Department of Student Affairs, the Department of Administrative and Financial Affairs and the Department of Personnel Affairs.
F. OTHER RULES
1. Smoking is prohibited in the library.
2. It is forbidden to speak loudly in the library, to make noise or to act in a way that disturbs other readers.
3. The library does not accept responsibility for personal belongings left in the library and lost.
4. It is forbidden to eat or drink anything (except water) in the library.
5. It is forbidden to move the equipment (tables, chairs, armchairs, etc.) in the library.
6. Readers must comply with the warnings of the staff in the library.
7. Readers who disrupt the order despite the warnings and resist to obey the rules are temporarily or permanently banned from using library services.
